Some forms reject a photo that is too small as well as one that is too big, for example "JPG, at least 50 KB" or "10 KB to 100 KB". A photo can be small in KB because it has few pixels, because it was saved at a low quality, or because a chat app squeezed it.
This page opens the photo tool with a minimum of 50 KB and a maximum of 200 KB already filled in. Open "More options" to change "Must be at least" to your own number, and choose your maximum with the size buttons. The photo is saved again at the highest quality that fits your maximum, and if the file is still under your minimum, SafeResize adds a hidden note to it to reach the minimum. The picture looks the same.

Yes. Type 100 in "Must be at least" under "More options", and choose a maximum above it, such as "Under 200 KB". The result page shows the size it reached. Check that the form does not also ask for a minimum number of pixels.
