300 KB is a comfortable limit: enough for a sharp photo, and still far smaller than a phone photo of 2 to 5 MB. On SafeResize, the Bangladesh Visa photo, the Colombia Visa photo and the India Regular visa photo have 300 KB as the largest file.

Often, but not always. Websites count 1,000 or 1,024 bytes to a KB, so 300 KB is 300,000 or 307,200 bytes. SafeResize keeps the file under 300,000 bytes, which passes both.
Often it will be made smaller. Very big photos are first read at 3200 pixels on the long side. If 300 KB is still too little at that size for a JPG quality of 55% or more, the picture is made smaller too, and the result page shows the new width and height.
If it is a JPG under the limit, it is saved again no bigger than it was, with very little change. You can also upload your original as it is.
