Since 1 April 2026, the Embassy of Vietnam in the United States and Vietnam's other missions abroad accept applications for the chip passport from citizens living overseas. You fill in the request on passport.mofa.gov.vn, then visit the mission to hand in your papers, have your photo taken and give your fingerprints, and you get the passport by post or at the mission. The embassy's list asks for two 4 × 6 cm portrait photos on a white background, taken no more than 6 months earlier, plus any earlier passport, proof of Vietnamese nationality and proof of residence.
Police guidance on passport photos names common mistakes: the wrong size, a background that is not white, and pictures that were edited or pieced together. It wants a sharp picture with suitable brightness and contrast, the face covering about 75% of the photo's area, no smiling and no Photoshop, and it allows light make-up.

The photo is 40 × 60 mm. The official rule: Print only (two 4 × 6 cm photos). This document takes printed photos, so there is no file to upload. SafeResize makes a 4 × 6 inch print sheet with several copies at exactly this size.
40 × 60 mm is 4 × 6 cm or 1.57 × 2.36 inches, in a 2:3 shape. Printed at 300 DPI it is 472 × 709 pixels, and at 600 DPI 945 × 1417 pixels. These are conversions of the official size, not extra rules.
White. Stand in front of a plain wall with no pattern, and face a window so there are no shadows behind you. The official rules do not allow edited photos, so SafeResize does not change the background for this document: a plain wall is the way.
From the chin to the top of the head, your head should fill 60% to 75% of the photo height. The official rules do not state this, so we use a usual range for this shape of photo. The face guide in the tool shows both lines.
The official rules say: Two photos taken within 6 months, 4 × 6 cm, facing straight ahead, head uncovered, face and both ears clearly visible, no glasses, neat clothes, white background.
Two photos taken within 6 months, 4 × 6 cm, facing straight ahead, head uncovered, face and both ears clearly visible, no glasses, neat clothes, white background. Police guidance on passport photos adds: no smiling, and no edited or composited photos (no Photoshop); light make-up is fine. For a first chip passport, staff also photograph and fingerprint you at the office. Since 1 April 2026, Vietnamese missions abroad accept chip-passport applications, with two 4 × 6 cm photos, and take your photo and fingerprints there.
Yes. A photo you take yourself is fine if it follows the rules above. Download the 4 × 6 inch print sheet and print it at 100% (actual size) at a photo shop or on photo paper, then cut along the lines.
No. The photo is processed inside your browser and never leaves your phone or computer.
Please note: Online applications upload a photo that is printed in the passport; the guidance asks for at least 300 dpi, a JPEG 2000 file and a face taking up about 75% of the photo's area, but gives the shape as 4:6 on the Public Security portal and 3:4 on the Foreign Ministry's, so follow the upload screen.
