5 × 7 inches (12.7 × 17.8 cm) is a popular size for framed prints and cards. Photo shops in many countries sell it as 13 × 18 cm, which is very close.
At 300 DPI, a 5 × 7 inch photo is 1500 × 2100 pixels. The tool below opens with that size and saves the DPI in the file, so a printer knows how big to make it. Most photos have a different shape, so you choose how yours fits: "Fill the frame" cuts a little off the edges, and "Show all of it" adds white edges.
Most phone photos are 3 by 4 in shape. A 5 × 7 print is a little narrower, so the photo does not fit exactly and you choose what gives.
Take an upright phone photo of 3024 × 4032 pixels. SafeResize reads it at 2400 × 3200. With "Fill the frame", the height fills the print and about 5% of the width is cut off at the sides. With "Show all of it", the width fills the print and white bands about 1/3 inch tall in total are added above and below.
The same photo loses about 11% of its width for a 4 × 6 print, and about 6% of its height for an 8 × 10 print. The closer a print is to 3 by 4, the less is cut off.

Close. 5 × 7 inches is 12.7 × 17.8 cm. A 13 × 18 cm print is a little bigger, so a shop may trim a thin edge or leave a thin border.
It is enlarged to that size, but it gains no new detail, so the print can look soft. Upscale an image enlarges it more cleanly first.
