150 × 200 pixels is a small upright photo, 3 pixels wide for every 4 tall. Some online forms ask for it as the applicant photo.
The tool below opens with 150 × 200 filled in. An upright phone photo already has this 3:4 shape, so the tool skips the framing step, makes the whole photo smaller and goes straight to the result. Nothing is cut off and nothing is stretched.
An upright phone photo of 3024 × 4032 pixels has the shape 3 by 4, and so does 150 × 200. The tool sees that the shapes match and makes the whole photo smaller, about 20 times in each direction.
That is why the framing matters before you start: nothing is cut off, so everything in the photo is in the result. A face that fills a third of the photo's height ends up about 67 pixels tall. A face that fills two thirds of it ends up about 133 pixels tall, which is much clearer.
Your photo already had the 3:4 shape of 150 × 200, so nothing needed cutting and the tool went straight to the result. To frame it differently, crop the photo on your phone first.
Only the shape is the same. Pixels have no size on paper until a DPI is given: at 300 DPI, 150 × 200 prints about 13 × 17 mm, and at 127 DPI about 3 × 4 cm.
Clear enough for a form, as long as the face fills most of the photo. That is why cropping to head and shoulders first matters.
