The photo is 35 × 45 mm. The official rule: Print only (35 × 45 mm, at least 400 dpi). This document takes printed photos, so there is no file to upload. SafeResize makes a 4 × 6 inch print sheet with several copies at exactly this size.
35 × 45 mm is 3.5 × 4.5 cm or 1.38 × 1.77 inches, in a 7:9 shape. Printed at 300 DPI it is 413 × 531 pixels, and at 600 DPI 827 × 1063 pixels. At 400 DPI, the least the rules allow, it is 551 × 709 pixels. These are conversions of the official size, not extra rules.
Light grey, light blue or white, plain and even. Stand in front of a plain wall with no pattern, and face a window so there are no shadows behind you. The official rules do not allow edited photos, so SafeResize does not change the background for this document: a plain wall is the way.
From the chin to the top of the head, your head should fill 58% to 67% of the photo height. The face guide in the tool shows both lines.
The official rules say: Glasses are allowed if the eyes are fully visible through clear lenses with no glare.

Yes. No national rule forbids a photo you take yourself, but it must meet every rule above and be printed at 400 dpi or more on smooth photo paper; SafeResize makes the print sheet for this document at 400 DPI. The official pages point you to a photographer who knows the Dutch rules, some town halls ask for a photo made by a professional photographer, and the town hall or embassy decides whether your photo is accepted. Download the 4 × 6 inch print sheet and print it at 100% (actual size) at a photo shop or on photo paper, then cut along the lines.
No. The photo is processed inside your browser and never leaves your phone or computer.
Please note: Some town halls, such as 's-Hertogenbosch, ask you to have the photo made by a professional photographer beforehand, so check your town hall's or embassy's page before you print.
