It is still your photo, cleaned up. Nothing on the page is changed or typed again, and the scan is about as sharp as the photo was. With no size limit, pages are saved at up to 250 DPI, but never sharper than the photo they come from.
The scanner's sample is two phone-style photos, 1500 × 2000 pixels each, of a printed statement and an invoice lying tilted on a wooden table, with a shadow, a dark corner and some camera grain. The scanner cut away the table, straightened both pages and made the paper white.
The PDF of the two pages was about 310 KB in Color and 266 KB in Black & white, as the result page shows them. Both were saved at 134 DPI, not 250: each page fills only part of its photo, so it holds about 134 DPI of detail, and a scan is never made sharper than its photo.

No. It cannot sharpen a blurry photo, bring back a corner that is outside the photo, or remove a finger that covers the text. Take the photo again if you can: hold the phone steady, straight above the page, with all four corners in view.
It looks much like one, but it comes from a photo, so it is only as sharp as the photo. If a form says the copy must come from a scanner, ask the office whether a phone scan is accepted.
